David Edwards was, between 2002 and 2005, Chief Legal Counsel to BSF China Company Limited (a joint venture of Bechtel, Sinopec Engineering and Foster Wheeler) that provides engineering, procurement, project and construction management services to the SHELL/CNOOC USD 4.5 billion Nanhai Petrochemicals Project in Guangdong Province, China.

Between 1997 and 2002, he was based in Singapore as Vice President and General-Counsel to Bechtel Asia Pacific, having previously held similar responsibilities for Bechtel in Europe. In total, he was a senior lawyer with Bechtel for over 10 years and was involved in Projects in Asia, Oceana, Europe and the Middle East.

Mr. Edwards was the Deputy Attorney-General of Hong Kong from 1990 to 1995 following a distinguished 25 year legal career in the British Foreign Office. He served as Legal Adviser successively to the British Embassy, Bonn, the UK Mission to the UN, New York and the British Embassy, Washington DC. He was Deputy Legal Adviser to the Foreign and Commonwealth Office in 1989. Mr. Edwards was General-Counsel and Director of the International Atomic Energy Agency in Vienna, Austria between 1977 and 1980.

Mr. Edwards is on the Panel of Mediators of the Singapore Mediation Center, the Hong Kong International Arbitration Centre Panel of Accredited Mediators and the US-China Business Mediation Panel. He specialises in mediating construction and commercial disputes. From 2007 to 2015, he was Adjunct Professor at the Singapore Management University, teaching Ethics, Corporate Responsibility and Good Governance on the MBA course. He has been a qualified solicitor for over 45 years.
