Lillian D. Valenti was appointed as the agency’s first Chief Procurement and Contracting Officer in June 2014 acknowledging the critical role of the procurement function in achieving the Agency's objectives. Lillian has the responsibility for all procurement protocols, processes and awards including construction, consultants, commodities and services, technology solicitations and warehouse inventory management while providing leadership based on competition, integrity, and transparency.

Lillian is a career service professional who advanced through a variety of Human Resources functions. These culminated in her role of Chief, Office of Medical Services where she provided programmatic leadership to all Agency employees and victims' families following 9/11. In 2008, Lillian changed career paths and was appointed as Director of the Procurement Department - as the Agency entered the largest and most significant procurement period in its history and elevated the role to a Chief position. Under her guidance, the Agency has averaged over $2 billion dollars annually of awards and has helped the Agency evolve and adapt to new ways of doing business such as Public/Private partnerships and taken a key role in grant opportunities and management. Major complex procurements such as the Bayonne Bridge Raise the Roadway Project, the Goethals Bridge and LaGuardia Airport’s Terminal B Public/Private Partnerships, and Newark Liberty International Airport’s Terminal B Design Build Project have been awarded under her leadership.

Throughout her career, Lillian has been an active mentor and sponsor to advancing women into leadership positions.
