Tori Burkholder is a deputy director of Human Resources for Gwinnett County Government. She oversees the Total Rewards Division, which is responsible for the health, wellness, retirement, and workers' compensation plans for almost 7,000 employees and retirees. In her role Tori creates and drives the strategy for each component of Total Rewards as well as ensuring delivery of each component in accordance with The Gwinnett Standard. Tori leads a team of 20 colleagues who support all aspects of Total Rewards. Tori also works closely with her peers across the County to ensure rewards are meeting the needs of all employees.

Tori is passionate about crafting solutions to meet the needs of Gwinnett County’s broad employee base: from specialized mental health resources for First Responders to support through menopause for an aging female workforce. She has been instrumental in the development of programs delivered through Gwinnett’s Onsite Health Center that include weight management, diabetes support, and occupational health initiatives. Tori also has streamlined efforts for retirement readiness, helping to improve financial literacy resources and education.

She began her career with Gwinnett County Government in 2010 with the Tax Commissioner’s Office before moving to Human Resources. She began in the Benefits Division and has held roles of increasing responsibility in various areas of HR, including financial administration and vendor management.

She has a bachelor’s degree in business administration from Georgia Gwinnett College. Tori is also a graduate of Gwinnett County Government’s LEAD, EXCEL, and Internal Management Academy training programs facilitated by the University of Georgia’s Carl Vinson Institute of Government. She is a member of the Investment Committee, the clerk for the Retirement Plans Management Committee (RPMC), and Mental Health Aid certified.
