Dr. Richard Linton joined the U.S. Civil Service in 2004 as part of the Navy NETC intern program. The first years were spent at various commands across the Navy including time at Fleet Forces Command, various learning centers, and at Boot Camp in Great Lakes, IL where he was involved in a wide variety of projects designed to improve Navy processes. In 2006, after successful completion of the Navy intern program, Dr. Linton spent the next 4 years working and leading process improvement efforts across multiple learning centers throughout the Navy. He led large change management efforts working with Military, Civilian, and Unionized Civil Servants streamlining bureaucratic processes, saving the government millions of dollars annually. In 2010, Dr. Linton moved to OPNAV N1( Navy HR) as the Assessment Branch Head. His duties included working with various Human Supply Chain efforts, Science & Technology (R&D), and programmatic assessment. In 2015, Dr. Linton was asked to help the Navy survey program remain viable. In 2016, he formally took lead of the Navy’s survey program. Since that time the Navy survey program has transitioned from a primarily paper-based survey program to a digital cloud-based program. Dr. Linton is pushing Navy to be the leading Military Service across the Department of Defense with cloud-based surveys, Natural Language Processing, and Artificial Intelligence capabilities. He was selected as the Department of Defense Service to the Citizen Award winner for 2022. Dr. Linton attended Utah State University earning a B.S. in Business Management with a minor in International Business, and a M.S. in Instructional Technology. Years later he earned his Ph.D. in Organization and Management from Capella University. In his free time when not thinking about surveys, he loves to play racquetball, ski, go ballroom dancing with his wife, coach soccer and enjoy the outdoors. Dr. Linton is married to Brooke Linton and they have four wonderful children and live in Salt Lake City, Utah.
