Tom Curtin serves as director of NGA’s infrastructure program in the Center for Best Practices. Tom’s portfolio involves working with state leaders on broadband, transportation, and implementation of the bipartisan Infrastructure Investment & Jobs Act. Tom leads NGA’s Infrastructure, Broadband, and Transportation Advisors Networks.

Prior to joining NGA, Tom served as chief of staff at the Maryland Department of Transportation. As a member of the MDOT senior leadership team, Tom supported the delivery of services and major projects across transit, highway, motor vehicle, toll, port, and airport facilities. Tom was active in the development and delivery of innovative environmental, technological, and financial approaches to solving transportation challenges, such as the expansion of electric vehicle infrastructure, connected and autonomous vehicles, and public-private partnerships.

Tom holds a J.D. and a certificate in comparative and international law from the Catholic University of America, Columbus School of Law in Washington, D.C. and is admitted to the Maryland Bar. He holds a bachelor’s degree in government & politics from the University of Maryland, College Park.
