Campaign Finance Reform Without Law

For decades, campaign finance scholarship and advocacy have focused on public regulation, but regulatory solutions have been elusive. It has thus become more important than ever to consider potential private correctives. This report identifies an array of extra-legal mechanisms that already constrain money’s electoral clout to at least some extent. It then outlines several additional steps that private actors might take to improve the campaign finance system.
