In the immediate prelude to the war, Ukraine and Russia held negotiations which reportedly centered around the question of security guarantees and which nations would serve as guarantors. However, the negotiations failed, and the war ensued. Throughout the course of the war, prospects for negotiations have remained poor, as Russia wishes to negotiate on its own terms and Ukraine has demanded the return of all territories (including Crimea) that are internationally recognized as part of Ukraine. The US has taken the position of “nothing about Ukraine without Ukraine”—in other words, the United States will not negotiate about Ukraine without Ukraine’s participation. China has also recently offered a plan as well, which President Xi discussed during his visit to Russia March 20-22, 2023.
