Researcher and Writer, Fiscal Policy

Luis Bourgeois is a researcher and writer on fiscal policy with the Committee for Economic Development (CED) of the Conference Board. Prior to joining CED, Luis worked as a consultant in the health care industry, collaborating with state governments, academic medical centers, and health care associations to address their health policy and business strategy needs.
Luis has also worked at the California Department of Finance, where he employed his fiscal and policy background to develop the budgets for various health and human services departments and gained significant subject-matter expertise in Medicaid.
Luis graduated from Stanford University with a Bachelor’s in Economics and earned a Master of Public Policy at the UCLA Luskin School of Public Affairs.
