This week, Congress passed a package of supplemental funding (combined into one bill for enactment) addressing US national security priorities in Ukraine, Israel, and the Indo-Pacific region. The $95 billion package provides military and humanitarian assistance to US allies and includes provisions to permit seizure of certain Russian sovereign assets for Ukraine reconstruction and to force the divestiture of TikTok from its Chinese-based parent company.

  • This culminated a months-long legislative process that exposed deep rifts within the Republican party on foreign policy and threatened the speakership of House Speaker Mike Johnson (R-LA).
  • The package provides over $60 billion in military and humanitarian support for Ukraine, though more than $9 billion in economic and budgetary assistance is structured as a forgivable loan.
  • It also includes over $14 billion in military aid to Israel, over $9 billion in humanitarian assistance to Gaza and other conflict zones, and over $8 billion in funding to Taiwan and Indo-Pacific allies.
  • The four national security supplemental bills each passed with strong bipartisan majorities in the House, with Speaker Johnson relying on Democratic support to advance the legislation and overcome significant Republican opposition to Ukraine aid.
