This policy statement presents CED's approach to modernizing government regulations and recommendations for the changes required to do so. Unlike most previous examinations of regulatory reforms, which focus on the drafting of regulations in the Executive Branch, this statement emphasizes the need to revise the basic statutes governing regulation. The legislative process is the true birth stage of regulation, the point at which we have the greatest opportunity to affect the results of the entire regulatory process.
