China CEO Council Session Report - Getting through to 2022

The China Center CEO Council is an exclusive forum of senior-most China Center member executives that meets biannually for immersive discussion and debate on key China developments shaping, or potentially shaping, the business environment for MNCs in China. The Conference Board and its cohort of experts present views and hypotheses on these developments--based on a mix of the best available data and factual evidence (when available) plus observable experience and historic precedence. As such, the discussion is intrinsically speculative, by design, in order to inform and broaden the perspective of China Center members and researchers. This document should be read and considered within this context.

This CEO Council session explored the critical reforms happening outside the official reform agenda that could significantly influence business conditions, in nonmarket ways, for MNCs throughout the tenure of the current ruling group through November 2021. These changes in structure are distinct from “reforms” involving marketization, liberalization, institutionalization, etc.
