The US and Ukrainian Presidents have warned that the Russian President may use chemical or biological weapons against Ukrainian civilians in the ongoing war. As detailed in a new policy brief from the Committee for Economic Development, the public policy center of The Conference Board (CED), such an action would mark a significant escalation that will not serve Russian interests and objectives. An attack of this kind in Europe—with Western media on the ground in Ukraine—will provoke a more severe and immediate response than what occurred during the Syrian war.
