Biden-Xi Summit

November 17, 2023

Presidents Biden and Xi met for the first time in a year in Woodside, California, on the margins of the Asia-Pacific Economic Cooperation (APEC) meeting in San Francisco. That the meeting took place in the US—rather than its specific accomplishments—is probably the most important fact about it, signaling a thaw in tensions in US-China relations and opportunities for better communication going forward.

  • The sides agreed to
    • restore direct military communications links which China broke after then-Speaker Nancy Pelosi’s visit to Taiwan in 2022;
    • progress occurred on climate; and
    • China agreed to regulate producers of fentanyl, which has entered the US in increasing quantities fueling opioid addiction; the countries will form a working group on counternarcotics and start discussions on the use of artificial intelligence.
  • China is clearly interested in assuring US investors that China welcomes US investment to help its economy, which is experiencing significantly lower growth—but protection of US intellectual property remains a significant concern.
  • The sides discussed other flashpoints in the relationship, including Taiwan, the South China Sea, intellectual property protection, US export controls, and tariffs.
