Biden-Xi Summit

November 17, 2023

Presidents Biden and Xi met for the first time in a year in Woodside, California, on the margins of the Asia-Pacific Economic Cooperation (APEC) meeting in San Francisco. That the meeting took place in the US—rather than its specific accomplishments—is probably the most important fact about it, signaling a thaw in tensions in US-China relations and opportunities for better communication going forward.

The sides agreed to
- restore direct military communications links which China broke after then-Speaker Nancy Pelosi’s visit to Taiwan in 2022;
- progress occurred on climate; and
- China agreed to regulate producers of fentanyl, which has entered the US in increasing quantities fueling opioid addiction; the countries will form a working group on counternarcotics and start discussions on the use of artificial intelligence.
China is clearly interested in assuring US investors that China welcomes US investment to help its economy, which is experiencing significantly lower growth—but protection of US intellectual property remains a significant concern.
The sides discussed other flashpoints in the relationship, including Taiwan, the South China Sea, intellectual property protection, US export controls, and tariffs.
