Congress Passes Temporary Funding into Early 2024

Congress passed a continuing resolution (CR) this week to avoid a government shutdown for the second time in two months, temporarily funding the Federal government at current levels through early 2023.

  • The unprecedented two-step CR creates a deadline of January 19 to finalize four appropriations bills covering agriculture; energy and water; military construction and veterans affairs; and transportation, housing, and urban development. The remaining eight bills, including defense, must be enacted by February 2.
  • New House Speaker Mike Johnson found compromise between House Republican factions to pass the measure by excluding priorities of members of both parties including steep spending cuts, emergency aid for Israel and Ukraine, and enhancements to border security. However, House passage relied on 209 Democratic votes—the same number that led to Speaker Kevin McCarthy’s removal in October—and attracted 127 Republicans, with 93 opposed.
  • While Congress will now avoid an end-of-year spending bill, substantial work remains as House and Senate leaders have yet to agree on the topline spending numbers needed to begin negotiations, while automatic spending cuts of 1 percent for all discretionary spending loom next year if Congress fails to agree on all 12 appropriations bills.
