The North Atlantic Treaty Organization (NATO) held a summit in Washington to celebrate the 75th anniversary of the North Atlantic Treaty of 1949. Heads of state and heads of government of all 32 NATO members, plus NATO’s partners from the Pacific, attended and reaffirmed NATO’s commitment to supporting Ukraine and to transatlantic unity, though against a backdrop of the US Presidential election and concerns over the US’ continuing commitment to internationalism and the North Atlantic Alliance.

  • The Summit Declaration contained strong language on Russia and China, calling China “a decisive enabler” of the war in Ukraine.
  • The Summit fell far short of offering Ukraine membership in NATO but said its course to membership was “irreversible”; a Ukraine Compact seeks to bridge the gap between a future Ukraine at peace and formal membership of NATO.
  • NATO continued developing ties with its four Indo-Pacific partners.
  • Twenty-three NATO Allies now spend over 2 percent of GDP on defense, the NATO guideline, and some Allies are proposing even higher defense spending increases, but questions loom over the US’ future commitment to internationalism and the Alliance.
