China Releases Generative AI Framework

Chinese officials released their finalized “interim” rules on generative AI in July, outlining a framework that promotes innovation in addition to applying a stricter standard to public-facing AI applications while providing support to enterprise AI uses.

  • China’s generative AI measures are the latest in a package of AI-related regulation, which together have similar components to the developing EU AI Act, including a risk-classification system and differentiated oversight, provisions to address misinformation, and the push to develop metrics and testing around transparency.
  • Still, the interim rules lack detail on certain elements, including the factors that will be assessed in risk-classification and the explicit list of the highest-risk use cases where jurisdictions like the EU have planned to ban or strictly limit AI use.
  • China’s pivot to support its AI firms after a multi-year crackdown on technology companies is driven in part by its goal to lead the world in AI by 2030 and by the need for China’s growing AI sector to support the country’s wobbling economic recovery.
